The Lord was simply saying, that some certain blessings, expectations, prayers, or goals, can not be achieved, given, or granted if you don't put your life, home/house in order.
What are you expecting or have been crying out to God for? Your home/house in this case could be anything that has to do with you and how prepared are you in character, deed, faith, self-development, humility et al.
Yes, to receive certain things from God ( if not most) or achieve certain goals in life, you must put your house in order and or prepare for it.
